A la suite de leur nomination, la nouvelle Direction Générale de l’Autorité de Régulation des Postes et Télécommunications (ARPT) représentée par son Directeur Général, M. Sekou Oumar BARRY et le Directeur Général Adjoint, M. Adama CONDE, a initié une série de rencontres avec les acteurs des secteurs régulés dans le cadre d’une prise de contact.
Ces rencontres ont commencé ce jour, lundi 10 janvier 2022 avec les Directeurs Généraux des fournisseurs d’accès Internet (FAI) et ceux des Opérateurs postaux respectivement de 11h à 12h et de 14h à 15h.
Ces rencontres visent d’une part à partager les nouvelles orientations en termes de collaboration, et d’autre part à recueillir les préoccupations et attentes des acteurs.
Le Directeur Général dans son intervention a insisté sur quatre points, à savoir :
- Le respect des engagements (paiement des arriérés…) et des dispositions législatives et réglementaires (cahier des charges, lois, Décrets, Arrêtés et Décisions) ;
- L’amélioration de la qualité de service ;
- La création des conditions d’une concurrence saine et loyale ;
- L’égalité de traitement entre les acteurs.
Quant aux Représentants des fournisseurs d’accès internet, ils ont à tour de rôle évoqué certaines préoccupations qui ne sont pas de nature à faciliter l’exercice de leurs activités, dont entre autres :
- les travaux sur les axes routiers qui entrainent la coupure de la fibre optique et l’arrêt momentané de la fourniture de l’internet ;
- les coûts des redevances FH et VSAT qui empêchent la couverture des zones blanches ;
- les tarifs proposés dans le catalogue des prix de la SOGEB qui empêchent le déploiement des FAI à l’intérieur du pays ;
Pour finir, ils ont sollicité l’accompagnement de l’ARPT auprès des Autorités pour l’atterrissement d’un deuxième câble sous-marin en République de Guinée afin d’assurer la redondance comme dans les pays voisins qui ont plus de deux points d’atterrissement, et pour son implication pour le respect des dispositions réglementaires en matière de partage d’infrastructures.
Pour ce qui est de la rencontre avec les représentants des opérateurs postaux, le Directeur Général Adjoint dans son intervention a rappelé l’importance que l’ARPT attache à la fois à la protection des consommateurs, à l’assurance des investisseurs et la garantie des intérêts de l’Etat.
Les Représentants des Opérateurs postaux, à tour de rôle se sont exprimés en évoquant entre autres les préoccupations ci-dessous :
- La présence des opérateurs informels exerçant en toute illégalité ;
- L’adoption des textes relatifs à la désignation de l’opérateur du service postal universel et les modalités de gestion de fonds de service postal universel ;
- Les frais appliqués par la douane dans le cadre du commerce électronique ;
- La concurrence des compagnies aériennes en matière de fret ;
Tous ont sollicité l’accompagnement de l’ARPT pour l’amélioration de l’environnement de leur activité.
Aux termes des rencontres, la Direction Générale de l’ARPT a rassuré les différents acteurs de la prise en compte de leurs préoccupations respectives, et a informé de la tenue des réunions techniques régulières afin de trouver des solutions adaptées.
Par ailleurs, il a été précisé que toutes les décisions qui seront prises par le Régulateur tiendront compte de l’intérêt lié au développement du secteur, des préoccupations des Acteurs en général avec une attention particulière à celles des consommateurs.
A noter que ces rencontres seront élargies aux associations des consommateurs et aux opérateurs mobiles, et sont respectivement prévues pour les 11 et 12 janvier 2022.
